The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by supporting Member states to leverage volunteerism as a means of implementation and people’s engagement to achieve the 2030 Agenda for Sustainable Development. UNV makes the case for the integration of volunteerism into peace and development broadly and UN programming specifically. To this effect, Outcome 1 of the UNV Strategic Framework 2018-2021 consists of support to the efforts of Member States to deliver on the 2030 Agenda through volunteerism as an effective means of implementation and people engagement. This will be achieved through the provision of advisory services to Member states in creation of enabling environment for volunteerism through the development of policies, legislation and programmes that measure, promote and evaluate volunteerism and volunteer action.

Accountabilities & Responsibilities

UNV would like to establish a roster of experts. It will be centrally managed by the UNV Volunteer Advisory Services Section in collaboration with the UNV Procurement Unit. It is intended to facilitate the identification and selection of experts potentially suitable and with a demonstrated track record.
The experts will work alongside the UNV Programme Specialists in Regional Offices and/or at Headquarters to respond to requests from Member states and other organizations on support to setting up or integration of volunteering in development.
The roster will be established based on the following areas of expertise related to volunteerism:
a) Legal and/or Policy analysis and drafting
b) Measurement of the contribution of volunteerism and volunteers to national and local efforts
c) Capacity development
d) Programme and strategy development
e) Evaluation and impact assessment

Below is an indicative list of tasks to be performed in the respective areas of four above mentioned advisory services.
Area of expertise
Legal and/or Policy analysis and drafting
List of indicative tasks:

  • To review and analyze existing laws and policies to identify legal issues that may impact volunteerism law and policy
  • To lead the drafting of law and/or policy on volunteerism
  • To provide assessment and analysis on the advantages and disadvantages of the law or the policy
  • To review and advise on legal documents to ensure compliance with other legal provisions and clauses
  • To facilitate national and local policy dialogues on volunteerism
  • To structure policy problems, forecast policy outcomes and advice on where volunteerism can provide solutions to identified issues
  • To lead the formulation of volunteer policies that consider opportunities and trade-offs for volunteer-based responses to development objectives

Measurement of the contribution of volunteerism and volunteers to national and local efforts 
List of indicative tasks:

  • To apply the ILO Manual on the measurement of volunteer work to carry out independent research, including designing methodologies and synthesizing findings on the contribution of volunteerism for and by marginalized groups (especially minorities and women).
  • To advise on the criteria and variables relevant to volunteerism in sector surveys, national development plans, SDG frameworks and studies undertaken by Member states
  • Capacity development

List of indicative tasks:

  • To assess the technical and functional capacities of volunteer schemes, networks and coordinating bodies, online platforms, etc.
  • To formulate capacity development responses to identified capacity needs and gaps, especially with a gender lens.
  • To design and deliver training on leadership and management for volunteer schemes, networks and coordinating bodies.
  • To design solutions that use technology to increase the performance of volunteer schemes, networks and coordinating bodies

Programme and Strategy Development 
List of indicative tasks:

  • To scope and assess national volunteer contexts
  • To advise on the design and implementation of feasible volunteer programmes with special emphasis on inclusion of marginalized groups (especially women).
  • To advise on the design and implementation of Corporate Volunteer Programme
  • To design onsite and online institutional arrangements and policy instruments to support volunteerism
  • To develop incentive packages for volunteers, including a special focus on marginalized groups (with a priority on women).
  • To design the organizational structures and operational processes of volunteer schemes, networks and coordinating bodies.
  • To advise on application of new technologies in the design and management of volunteer schemes and mechanisms of knowledge development and knowledge sharing on volunteerism.

Evaluation and impact assessment
List of indicative tasks:

  • To conduct evaluation of volunteer programmes
  • To develop evaluation methodology for volunteer programmes
  • To conduct analysis of legal and policy enabling environment on volunteerism
  • To conduct cost-benefit analysis of volunteer interventions
  • To undertake best practice research to demonstrate the value of volunteerism and volunteer practices in achievement of SDGs, including for and by marginalized groups (especially women), and advise on their replicability and scalability
  • To conduct impact assessments and performance evaluations of volunteerism interventions for the Sustainable Development Goals with a special focus on impact on marginalized groups (especially women)
  • Legal Specialist

    • Demonstrated hand-on and practical experience in legal analysis and drafting through the translation of policies into effective legislative frameworks and laws
    • Demonstrated experience of working on volunteerism and/or the Sustainable Development Goals
    • Strong conceptual, analytical and critical thinking skills
    • Demonstrates competence in writing clear, concise, and functional language, presenting information in legal form and consulting with stakeholders
    • Demonstrates ability to work with multiple stakeholders, including government institutions and UN entities
    • Proves integrity by modelling the UN’s values and ethical standards and diversity.

    Policy expert

    • Demonstrated experience in the use of methods and techniques to conduct policy analysis to structure and define policy problems
    • Demonstrated experience in developing alternative solutions and in defining and drafting policies;
    • Demonstrated experience in evaluating policy outcomes and impact.
    • Demonstrated experience of working on volunteerism and/or the Sustainable Development Goals
    • Strong conceptual and analytical skills
    • Strong understanding of gender dimensions is an advantage
    • Demonstrates competence in report writing, presenting information and consulting with stakeholders
    • Identifies stakeholders’ needs and matches them to appropriate solutions.
    • Demonstrates ability to work with multiple stakeholders, including government institutions and UN entities
    • Proves integrity by modelling the UN’s values and ethical standards and diversity.

    Measurement expert

    • Demonstrated practical experience in applying quantitative and qualitative methods and tools to collect, synthesize, organize and present data and research findings in a structured and consistent way.
    • Excellent knowledge of the ILO Manual on the measurement of volunteer work
    • Strong knowledge and experience developing and using global governance frameworks and indicators including those relevant for marginalized groups (especially women).
    • Strong knowledge and practical experience of using evaluation and impact assessment methodologies
    • Demonstrated experience of working on volunteerism and/or the Sustainable Development Goals
    • Strong conceptual and analytical skills
    • Demonstrates competence in report writing, presenting information and consulting with stakeholders
    • Demonstrates ability to work with multiple stakeholders, including government institutions and UN entities by taking into account the gender dimension
    • Proves integrity by modelling the UN’s values and ethical standards and diversity.

    Capacity Development Expert

    • Practical experience in designing and implementing capacity development interventions, specifically for the public sector including a strong focus on women;
    • Confident use of capacity assessment methodologies and tools and the development of capacity development responses to capacity gaps and needs especially those impacting marginalized groups (including women).
    • Demonstrated experience of working on volunteerism and/or the Sustainable Development Goals
    • Strong conceptual and analytical skills
    • Demonstrates competence in report writing, presenting information and consulting with stakeholders
    • Identifies stakeholders’ needs and matches them to appropriate solutions with an understanding of the needs of women.
    • Practical experience in the development and application of web-based knowledge management tools.
    • Demonstrates flexibility in the event adjustments are required based on the findings, both at the organizational and technical levels, for successful implementation of the consultancy.
    • Demonstrates ability to work with multiple stakeholders (government institutions, UN entities, etc.)
    • Proves integrity by modelling the UN’s values and ethical standards and diversity.

Knowledge, Skills & Experience

Education:
Masters Level Degree in one of the following fields:  law, international development studies, political science, public administration, statistics, evaluation, public policy studies, governance, management, organizational management or other closely related disciplines or Bachelors Degree with an additional 5 years’ experience.

Experience:

  • 7 - 10 years of experience working in the area of expertise under which the advisory service is demanded (legal and/or policy analysis and drafting, outcome/impact measurement, capacity development, programme or strategy development, evaluation)
  • Track record of performance in similar past assignments at international level.
  • Demonstrated experience of working on volunteerism and/or the Sustainable Development Goals is an asset
  • Experience in consultations with key stakeholders (the relevant governmental institutions, independent experts and non-governmental organizations)
  • Familiarization with South-South and Triangular cooperation principles is an asset
  • Direct experience with implementation / design of volunteerism schemes is an asset
  • Experience in working with government institutions, UN entities and/or NGOs in the country/region of the assignment is an asset
  • Understanding of the UN Sustainable Development Goals, as well as UN gender equality, diversity and inclusion, and women’s empowerment priorities
  • Strong interpersonal skills and ability to work with people from different backgrounds to deliver quality products within a short timeframe
  • Demonstrates flexibility in the event adjustments are required based on the findings, both at the organizational and technical levels, for successful implementation of the assignment

Language requirement:
Written and spoken proficiency of the language of the assignment location e.g. English, French, Spanish, Arabic, Chinese, Russian. Working knowledge of English is desirable. Working knowledge of a local language of the country of assignment will be an asset.
